20. Upon the revocation of a driver's DMV operator's license, the TLC driver must:

1. Apply to the Taxi and Limousine Commission for a special permit
2. Operate only within the five boroughs
3. Immediately surrender his or her TLC License to the TLC
4. Attend a 4-hour TLC Driver Training Course
