23. The roof light of a Street Hail Livery (SHL) must be off when:

The roof light of a Taxicab/SHL is off when there is a passenger in the vehicle or the driver is on the way to a prearranged pickup, the taxi driver is off-duty, the driver is in route to the garage or gas station, or the taxi driver is going home at the end of his shift. If the roof light is not functioning properly the driver must stop driving immediately until it is fixed.
